International Seminar on Open and Distance Learning

We cordially invite you to submit a paper to be presented at plenary and parallel sessions to facilitate a discussion at the International Seminar that is to be held in Danang City, Vietnam, from 26 to 28 October, 2012. This seminar is co-organized by Southeast Asian Ministers of Education Organization Regional Open Learning Centre (SEAMEO SEAMOLEC) and Hanoi Open University (HOU) under the theme: SOUTHEAST ASIAN OPEN AND DISTANCE LEARNING IN THE 21ST CENTURY.

Realizing that open and distance learning (ODL), an innovative approach to education, is becoming more popular around the world, especially in the Asian region, ODL should be seen as an effective strategy for improving human resource quality and capability. In taking these thoughts further, this international seminar aims to enhance Southeast Asian ODL in terms of technology, quality assurance and partnership among Southeast Asian countries.


1. ODL Technology
•    Educational and ICT policies applied in ODL
•    Use of advanced technologies to increase the effectiveness of  ODL (e-learning, m-learning, technology-enhanced learning)
•    Learning space, instructional design, learning design, learning management systems in ODL
•    Social media and ODL

2. ODL Quality Assurance
•    Quality framework, accreditation and recognition of ODL programs
•    Curriculum development, pedagogy, assessment methods, online testing, used in ODL practices
•    Quality enhancement of learning content and courses in Southeast Asian ODL institutions
•    Faculty and staff development in Southeast Asian ODL institutions

3. Partnership in ODL among Southeast Asian nations
•    ODL to help develop Cross-border education among Southeast Asian nations
•    Roles of Southeast Asian ODL institutions in sharing Open Educational Resources (OER) and Open Course Ware (OCW)
•    Curriculum Development Cooperation between Southeast Asian ODL institutions
•    Scholarship program and lecturers/students exchange among Southeast Asian ODL institutions


With a view to the contributing to the success of our international seminar, participants are kindly encouraged to submit the abstracts and paper to Hanoi Open University, via e-mail:

4.    Headings: Times New Roman, 14 points, Bold, Center
5.    Text: Times New Roman, 12 points, single space
6.    Conclusion: Times New Roman, 12 points, single space
7.    Reference: Times New Roman, 12 points, single space
8.    Words: Limited to 2500 words (at most 10 pages including diagrams, tables, references, etc.)
9.    Page frame: A4 in Microsoft Word 2003

The title (with sub-theme clearly indicated), the name(s) and affiliations of the author(s), full address and e-mail address should be included in abstracts and papers.

4.    Seminar Language
English is the official language of the seminar. For Vietnamese audience, English-Vietnamese simultaneous translation will be provided on the keynote address, panel discussion and plenary sessions.

5.    Seminar Proceedings
The full papers which are submitted by the specified deadline will be included in the seminar proceedings (Papers should be submitted as camera-ready copies).

6.    Registration Fee
*    Registration fee: 200USD/participant
(Participants are recommended to pay the seminar fee on site and register for the tour at the registration desk on 26 October, 2012 between 8:00AM and 10:30AM).
*    The Seminar Registration Fee includes:
a.    All main events of seminar sessions
b.    Refreshments, lunches, reception and farewell dinners on 26-27 October
c.    One-day tour to Hoi An ancient town on Sunday, 28 October, 2012
d.    Seminar materials and documents: badge, agenda, seminar proceedings
